Abstract
Basic research is the source of innovation, and it is the cornerstone for China to build self-reliance and strength in science and technology, which requires deployment ahead of time. Valuing basic research in recent years, China has issued important documents such as the Several Opinions of the State Council on Comprehensively Strengthening Basic Research (No. 4 [2018] of the State Council) and the Strengthening the Work Plan for Basic Research from 0 to 1 (No. 46 [2020] of the Ministry of Science and Technology) to effectively spur the growth in China’s basic research investment, providing important support for China’s original innovation. China’s basic research investment, however, is exposed to problems such as weak sustainability of leap-forward growth, imperfect investment coordination mechanism, insufficient stable financial support, and to be improved evaluation mechanism. Therefore, this paper puts forward relevant policy suggestions.
